You bought the filter because you were tired of the pool-water smell coming out of the tap. You installed it, flushed a few gallons through, and took a drink. Same taste. That doesn’t mean the filter is broken. It usually means the filter was never built for San Diego water in the first place.

It’s rated for chlorine, not chloramine
Read the fine print on most pitcher and countertop filters. “Reduces chlorine” is a different claim than “reduces chloramine.” Standard granular activated carbon barely touches chloramine without a much longer contact time than a pitcher gives it. Catalytic carbon costs more, which is why it isn’t in a $25 filter cartridge.
The cartridge is undersized for your flow rate
Contact time matters more with chloramine than chlorine. Water moving too fast through too little carbon doesn’t sit against the media long enough for the chemistry to work, even with the right media type. The cartridge is just spent

- Taste cold and hot water separately. A difference points to the water heater, not the filter.
- Check the bypass valve on the filter housing. It should be set to filter, not bypass.
- Check the cartridge install date against its rated months or gallons.
- Compare a fresh flush against water that’s been sitting in the line overnight.
- Taste an outdoor spigot with no treatment on it. If that tastes just as strong, the issue is upstream of your filter, not the filter itself.
When a cartridge swap won’t fix it
If a fresh cartridge rated specifically for chloramine still doesn’t clear the taste within a day of flushing, the problem is sizing or plumbing, not the media inside it. That’s worth a real diagnostic rather than another round of cartridges.
